adinhoa, He means that you have to get in touch with the author of the car and ask him for permission to convert the car into GTA IV. Then, when the permission is given, we can talk about converting it and getting a converter on it.
Download some of his works, look for some contact ifno in the readme files, google him, youtube him.. Good luck
